Ontario Business Program :

The Entrepreneur Stream is an immigration stream under the Ontario Immigrant Nominee Program (OINP). This stream is for entrepreneurs from outside of Canada interested in starting a new business or buying an existing business in Ontario.

The Entrepreneur Stream application is a two-stage process.

Under 55 Years

Language Proficiency

CLB 4 in English (5.5 bands minimum)

Level of Education

No minimum

Work Experience

Business owner or senior manager (business management) for at least 5 years

Investment Requirement

Net Worth:
Minimum net worth of $800,000 if your proposed business will be in the Greater Toronto Area (GTA). Outside the GTA, minimum net worth is $400,000.
Investment Worth:
Invest at least $600,000 in an Ontario business and own at least 33 per cent if business is in GTA. Outside GTA, invest at least $200,000 and own at least 33 per cent.

In order to qualify to submit an EOI for the Ontario Entrepreneur stream, a candidate must be able to prove they have the interest, ability, and financial resources to own and actively manage an Ontario business. For this reason, the program requires a high level of business management experience as well as a significant financial net worth.

Ontario Entrepreneur Ranking System :

The Ontario Entrepreneur stream uses the following points-grid to rank candidates who have submitted EOIs. Only those candidates with the most competitive scores will be invited to apply to the program.

The Ontario Entrepreneur Stream application process :

Stage 1:

  • Register an expression of interest
  • If invited, submit an online application
  • Submit relevant documents
  • You and your business partner (if applicable) attend a mandatory in-person interview at the OINP office in Toronto
  • If your stage 1 application is successful, you must sign a performance agreement

Stage 2:

  • We issue a temporary work permit support letter so that you can apply to IRCC for a temporary work permit
  • Establish your business - you have 20 months to implement your business plan and submit a final report
  • If your business meets all requirements, we ask you for documentation to make sure you are eligible for nomination for permanent residence.

Expression of interest :

An expression of interest (EOI) is the first step. It is not an application. There is no fee to register an EOI. The EOI is comprised of two components, for a maximum EOI score of 200 points:

  • Self-Declared Score (126 points)
  • Business Concept Score (74 points)

OINP will assess and score your Business Concept. Your business concept will need to score at least 37 of the available 74 points (50%) to be placed in the EOI selection pool.

Dependents :

The following dependents of key staff members can be included in an application under Ontario Entrepreneur Stream:

  • Spouse or Common Law Partner
  • Dependent children who are
  • Younger than 22 and do not have a spouse or common law partner OR
  • Older than 22 and are dependent on their parents due to physical or mental illness.
  • Dependent children of dependent children.

Ineligible Types of Businesses :

The following types of businesses are not eligible to apply for the Ontario Entrepreneur stream:

  • Gas stations
  • Tire recycling
  • Scrap metal recycling
  • Pawnbrokers
  • Bed and breakfasts
  • Holding companies
  • Laundromats
  • Automated car wash operations
  • Pay day loan and related businesses
  • Businesses which have been previously owned/operated by current or former OINP business stream nominees

List of ineligible types of business outside of the Greater Toronto Area (GTA) :

  • Tire recycling
  • Scrap metal recycling
  • Pawnbrokers Holding companies
  • Laundromats
  • Automated car wash operations
  • Pay day loan and related businesses
